Overview
About the Sites & Monuments Department
The Sites & Monuments Department works to identify, gazette, conserve and protect Uganda's archaeological sites, national monuments and intangible cultural heritage. It maintains the national inventory of over 650 documented sites and monuments and coordinates with cultural institutions, local governments and international bodies on heritage protection. The Department is established under the Museums and Monuments Act, 2023 and operates in close coordination with the Museums Services Department within the broader Department of Museums and Monuments.

Identification, gazetting, conservation and protection of national monuments, archaeological sites and cultural landscapes
Inspection, monitoring and auditing of monuments and heritage sites
Planning, fund mobilization, and construction of new monuments including national symbols
Conservation and restoration of historical buildings and sites of verified historical value
Implementation of UNESCO operational guidelines for World Heritage Sites
Strengthening Uganda's visibility in world heritage conservation
Promotion of private sector investment in conservation and development of monuments and sites

Governing Law and Policy
The Museums and Monuments Act, 2023 — provides for the identification, gazetting, protection and management of monuments and heritage sites.
The National Museums and Monuments Policy, 2015 — provides the policy direction for the monuments and sites sub-sector.
The 1995 Constitution of Uganda — protects cultural heritage as a national resource.

Monuments and Memorials Unit
Planning, fund mobilization, and construction of new monuments including national symbols.
Heritage Architecture and Restoration Unit
Conservation and restoration of historical buildings and sites of verified historical value.
Archaeological Licensing Unit
Permit reviews, research monitoring for excavation and ethnographic permits.
Heritage Compliance and Monitoring Unit
Inspection visits, reporting, corrective actions, and compliance enforcement at heritage sites.
World Heritage Promotion Desk
International campaigns, documentation showcases for UNESCO World Heritage Sites.

These standards are set out in the Ministry's Service Delivery Standards (SDS) for FY 2024/25–FY 2029/30, aligned with Vision 2040, NDP IV, and the PIAP for the Tourism Development Programme.
