This performance report marks the end of the first year of implementing the 4th National Development Plan (NDP4) and the sixth year since the COVID-19 pandemic. The report provides a comprehensive overview of Uganda’s tourism sector performance for the Financial Year 2025/26. It highlights a record-breaking recovery, with international visitor numbers reaching an all-time high of 1.64 million in 2025, surpassing pre-COVID-19 levels. However, the report also details significant challenges faced during the 2026 period, including an Ebola outbreak, global cost-of-living pressures, and geopolitical uncertainty, which impacted consumer confidence and travel choices. The document outlines government interventions, such as decentralizing tourism to Local Governments and enhancing the role of Missions Abroad in marketing. It concludes with a forward-looking commitment to align efforts with the programme’s goal of enhancing Uganda’s attractiveness as a preferred tourism destination.
